Dicdican, Leonor

Ms. Dicdican is an attorney in the firm’s health care and business services practice groups where she represents clients with general business, corporate finance and health care matters.

Legal Experience​

Ms. Dicdican represents a wide variety of clients (ranging from large corporate entities to small business owners to individuals) in matters of varying complexity in connection with general business and contract matters. She has addressed and managed a variety of issues related to companies in different stages of development, including choice of entity, entity formation and general corporate formation and maintenance. Ms. Dicdican also has assisted public companies with corporate governance issues and SEC/Sarbanes-Oxley compliance; and has represented buyers and sellers in all aspects of public and private mergers, acquisitions, private placements, debt financings, and venture capital financings. She also has experience in intellectual property, licensing and franchising issues.

Ms. Dicdican’s health care practice includes serving the legal needs of hospitals, institutional health care providers, health care clinics and medical practitioners in matters regarding managed care contracting, physician-hospital joint ventures, practice expansion opportunities, medical staff issues, physician contracting, incentive compensation arrangements, corporate practice of medicine issues, patient referrals, Medicare/Medicaid fraud and abuse, kickbacks and Stark law issues and corporate restructuring. Ms. Dicdican also advises health care clients on matters relating to HIPAA regulations, as well as health information technology (HIT) and electronic health record (EHR) issues, including the purchase and sale of technology products and services and related intellectual property issues. Ms. Dicdican also represents long term care and senior services providers in matters relating to acquisitions and sales, development and financing of facilities, and corporate compliance.

Ms. Dicdican’s in-house counsel experience includes serving as an associate attorney at The Coca Cola Company in Atlanta, where she counseled various national and international business units on trademarks, copyright, antitrust, securities, corporate and promotional marketing matters. She also participated in a select international associate program working at The Coca Cola Company offices in Johannesburg, South Africa and Manila, Philippines.


Gutierrez, John

John A. Gutierrez is Senior Director of Government Affairs for Comcast Corporation, the nation’s leading provider of cable, entertainment and communications products and services. In his role, John serves as the Company’s primary representative to the California Public Utilities Commission, bringing over 20 years of telecommunication public policy and advocacy experience.

Prior to joining Comcast, John was Senior Telecommunications Policy Advisor for Cole, Raywid & Braverman LLP assisting the firm’s clients with business development, regulatory compliance, and operational implementation projects. As the Director- Regulatory Affairs for TCI and MediaOne, John provided regulatory guidance for the emerging competitive cable telephony service. He started his career as a staff analyst for the CPUC working on competitive telecommunications policies.

John has been active in several community and business organizations. He has served on the Board of Directors of Vision New America and the Sacramento Asian Pacific Chamber of Commerce, John is a founding member of the Asian Business Alliance in Southern Alameda County.

John resides in Hayward, CA with his wife, Hera, and his sons, David and Ryan. He enjoys traveling, playing golf and spending time with his family.


Tanaka, George

George Tanaka is a managing director of MUFG Union Bank, N.A, and is the head of its Retail Specialized Markets division.

With more than 20 years of banking experience, Mr. Tanaka works closely with other MUFG family companies, including MUFG Bank in Japan, and is responsible for developing and introducing new products and services tailored to the Asian consumer market. In this position, he is involved in coordinating marketing and outreach to the Asian American community. Prior to his current position, Mr. Tanaka worked as a senior vice president and Japanese Market Segment manager and has also held positions within the bank in Consumer Banking, Asian Corporate Banking, and Business Banking.

Mr. Tanaka is an active member of the community and serves on the boards of the Japanese American Cultural & Community Center in Los Angeles, Little Tokyo Service Center, the Japan America Society of Southern California, and the California Asian Pacific Chamber of Commerce.

Mr. Tanaka has a bachelor’s degree in international relations from Boston University and is a graduate of the Pacific Coast Banking School at the University of Washington.
