Schaal, Tracey
Tracey Schaal is Principal of Intrépide Enterprises, an economic development and community relations strategy firm based in Northern CA.
With over 20 years’ experience in economic development, marketing, and non-profit leadership, Schaal has been involved in national and international business recruitment and retention efforts for the greater Sacramento Region, has served as a founding member of TeamCA, the state’s non-profit marketing organization, and has led several organizations through transformative growth and development.
Most recently, Schaal served as the Executive Director of Power Inn Alliance, a property-based improvement district, a manufacturing corridor in the southeastern quadrant of the City of Sacramento. While here, she launched several marquee initiatives to change how people view industrial corridors.
Known for her dynamic and visionary approach, Schaal strives to create collaborative pathways to better our community through job creation, company retention and proactive public relations and marketing campaigns. Her passion is to create catalytic strategies which result in actionable outcomes and metrics to ensure significant impact for the organizations and communities she engages with.
A native of Ohio, Schaal received her B.A. in Public Administration from Miami University in Oxford, OH.
She lives in Carmichael with her family.
Priego, Alicia
Alicia joins Strategies 360 with 17 years of state government affairs experience with expertise in energy and transportation policy. Prior to joining S360, Alicia was an advocate and State Government Affairs Manager for San Diego Gas and Electric (SDG&E) and Southern California Gas Company (SoCalGas), Sempra Energy’s two California regulated utilities.
As part of the Strategies team, she has worked on issues that include expanding access to computer science in schools with increased participation by women and underrepresented minorities, successfully increasing budget funding to support the implementation of the California Computer Science Strategic Implementation Plan, and advocating for policies that foster a climate for innovation, allowing technology companies to create, thrive, and compete.
Prior to working for Sempra Energy Utilities, Alicia served as Legislative Director for California State Senator Jim Beall, Chair of the Senate Transportation and Housing Committee. Alicia worked on issues such as funding for rebuilding California’s transportation infrastructure as well as helping to secure investments for the BART to San Jose extension. Prior to joining the Senate, Alicia held roles at the California Public Utilities Commission, as Deputy Director of the Office of Government Affairs, and also the Director for Energy at the California Municipal Utilities Association.
Alicia is an active volunteer in the Capitol community. She has served on the board for California Women in Energy, which promotes leadership, career development, and education for women working in all sectors of the energy industry. She is also a youth mentor through the Philippine National Day Association, Sacramento’s leading Filipino community organization.
Deveau, Andrea
Andrea Deveau leads S360’s office in Sacramento and is a seasoned advocacy veteran with deep experience in energy and technology policy.
Prior to S360, Andrea served as Vice President of State Policy and Politics for TechNet, the leading voice for the innovation economy. During this time, Andrea was responsible for leading TechNet’s 50-state advocacy program and raised the organization’s profile by securing numerous legislative victories on advanced energy, privacy, security, future of work, and education.
Prior to TechNet, Andrea served as the Senior Director of Policy Innovation at Direct Energy for 13 years, where she had multi-state, region, and national responsibilities for local and state government policy development. She also served in the capacity of Board Secretary for the TechNet Executive Committee and in January 2016 and Andrea was appointed to the California Million Women Mentors Honorary Leadership Council. In February 2018, Andrea was appointed by California Governor Jerry Brown to serve as a member of the Computer Science Advisory Task Force.
She has served as a Steering Committee Member for the California Alliance for Competitive Energy Solutions, President of the Alliance for Retail Energy Markets, and as a Board Member of the Arizona Independent System Administrator. In 2012, Andrea received the Western Power Trading Forum’s Kent Wheatland Award in recognition of her efforts in advocating for competitive energy market policy. Ms. Deveau is a graduate of the University of Arizona, earning a Bachelor of Science and Business Administration.
Mueller, Bill
A seasoned public affairs and communications consultant specializing in strategic planning, meeting facilitation and consensus building, Bill applies his knowledge to help businesses, universities and colleges , foundations and nonprofit organizations improve their performance, anticipate and adapt to changes and provide services that advance their missions.
Before joining the firm as a partner, Bill served as CEO of Valley Vision, one of California’s most respected triple bottom-line nonprofits established to help private and public sector clients deliver breakthroughs for the communities they serve. Bill doubled the organization’s budget, recruited a high performing team and worked closely with a 30-member C-level board of directors. He also directed dozens of region-wide initiatives focused on job and business growth, improved healthcare access, and social and environmental service improvements. During his 15 year tenure at Valley Vision, Bill served as the chairman of the California Stewardship Network and co-chair of the California Economic Summit.
Bill is well versed on federal, state and local policy issues. In the early 2000s, he managed corporate social responsibility issues as the Public Affairs and Global Business Manager for Intel Corporation. In this role, he was responsible for crisis preparation, planning and response for several business lines, including the Intel corporate jet service. Prior to this, Bill served as a policy advisor and field representative for state and federal lawmakers, and was later hired by the Sacramento Metropolitan Chamber of Commerce to serve as Vice President of Public Policy and Programs, where he worked as a legislative advocate, organized political action activities and helped pass ballot measures.
Bill graduated from California State University, Sacramento, where he earned a Bachelor of Arts in Government and Communication Studies. He has won numerous awards, including the Peter McCuen Award for Civic Entrepreneurs (2019), CSU Sacramento’s Distinguished Alumni award (2018), the Sacramento Urban League’s Unity Award (2011), and three Division Recognition Awards while at Intel (2000-2005).
Bill is a senior fellow of the Mt. Valley Chapter of the American Leadership Forum and currently serves on the boards of the California Asian Chamber of Commerce and Breathe California Sacramento Region.
