What Is the CEDA Program?
The Community Empowerment Through Digital Advancement (CEDA) program provides free digital skills training to help residents gain the technology skills needed for everyday life, education, and work.
Classes are offered at trusted community locations across Sacramento, San Joaquin, and Calaveras counties.
CEDA helps residents build confidence using technology and access tools that support job opportunities, communication, education, and small business growth.

What You Get
Participants in the CEDA program receive:
- Free 8-hour computer and internet training
- 12 months access to the online learning platform
- Income qualified participants will receive a free device upon program completion while supplies last.

What You Will Learn
CEDA provides an 8-hour digital skills training program that teaches practical technology skills you can use immediately.
Participants will learn how to:
- Use computers, email, and the internet
- Stay safe online and protect personal information
- Access online services and community resources
- Search for jobs and create a digital resume
- Use digital tools for everyday tasks and small businesses
- Explore modern tools like artificial intelligence (AI)
Training combines in-person instruction and an online learning platform so participants can continue learning after the class ends.

Free Device Opportunity
Device distribution guidelines:
- Chromebook or similar device
- Devices are issued after program completion
- Maximum two devices per household
- Devices are limited in each community and distributed on a first-completed basis

How the Program Works
- Register for the program online, or call for more information and assistance to register
- Select your community location
- Attend digital skills training at a local partner site “or online”
- Spend 8 hours learning the material and complete the course to receive a Certificate of Completion

Participants who are income-eligible and complete the training will receive a Chromebook or similar device while supplies last. Households that participate in, or are eligible to participate in the following programs will receive a free device while supplies last:
- California Alternative Rates for Energy (CARE),
- Supplemental Nutritional Assistance Program (SNAP),
- National School Lunch Program (NSLP),
- Women, Infants, and Children (WIC) Program
